Creative Employment Programme - Animation / Film Brief

Curious Minds are looking to commission a Lancashire-based production company to create a series of ‘How to…’ animations / films that covers different topics about entering the cultural and creative industries.

The Creative Employment Programme was a £15m fund to support the creation of apprenticeship and paid internship opportunities in England for young unemployed people aged 16-24 wishing to pursue a career in the arts and cultural sector.

Across Lancashire a consortium of arts and cultural organisations have employed over thirty young people in in a variety of full time roles, such as Marketing Interns, Events Admin Apprentices and Engagement Assistants, amongst others.  The programme has been led in partnership between Curious Minds, Creative Lancashire and the Employment Support Team at Lancashire County Council.

Project Overview

Throughout the Lancashire Creative Employment Programme, we have offered enrichment opportunities to all of the young people involved.  These include; 1:1 coaching, professional development days, networking opportunities and events management training.  As the programme draws toward an end we are looking for ways to share further information, advice and guidance with young people across Lancashire that are aspiring to a career in creative and cultural industries.

We are looking to commission a Lancashire-based production company to create a series of ‘How to…’ animations / films that covers different topics about entering the cultural and creative industries in Lancashire.  This could feature a fictional character from the point of finishing their apprenticeship or internship, into exploring how to set up their own business, applying for jobs, career paths & progression routes, etc.  The final products need to be engaging and bring these ideas to life, and not patronising.  We anticipate that these will be 3 – 5 minutes in length and approximately four or five animations will be created.  This is an example of the style that we are looking for;

Curious Minds will lead on creating the content for each film and collaborate with Creative Lancashire and key organisations across the county in doing so.  For example, we will create a social media campaign to gain advice and guidance from industry professionals across Lancashire.  This information will be included in the final animations/films, with appropriate credits given. We are looking to communicate the value of businesses here and that young people don’t have to leave the county to develop their career in creative industries.

Skills and experience

We are looking to work with a production company with the following skills and experience;

  • Knowledge of creative and cultural sector in Lancashire
  • Experience of working with young people and/or creating animations/films for young people
  • Interest and experience in sharing knowledge of progression routes and careers in creative and cultural industries
  • Ability to work at speed due to short timescales


The Lancashire Creative Employment Programme is now coming to an end and as such we are working to quite short timescales. 

We would like this work to start at the earliest opportunity and be completed by 30th November 2016.
